A cat might choose to go to the bowl of food that is the most accessible. If she finds that one empty then she might search for other feeding stations. Placing limited quantities of food in various locations is one way to increase activity. Another is to provide food in a food dispensing toy that requires the cat to work to obtain their daily ration.
