There are many cats out there that are chronic snufflers. It sounds like you’ve done all you can to try to get to the bottom of this. It’s great you saw a specialist and did biopsies. The causes of chronic upper respiratory noise are various: viral infections like the herpes virus, polyps, fungal infections, bacterial infections, cancer, and foreign bodies to just name a few.
By doing the biopsies and the procedure to get them you’ve ruled out many of these even if you did not get a complete answer. Even though you mentioned using anti-fungals and anti-inflammatories, I would also assume you’ve tried antibiotics as well. In some cases, a supplement called lysine can help if we’re dealing with a feline herpes infection. It may not eliminate the congestion but it may help lessen its severity. Talk to your veterinarian and see if this is an option. Overall though, if your cat is happy, healthy and active, this may just be bothering you more than him.
