It is important to remember that any plant, even if non-toxic or “safe” to eat can still cause stomach upset in a cat. For this reason, I use caution with any cat exposure to plants. If you really want plants on your balcony - you mentioned oats and cat grass/catnip are usually fine for most cats. For flowers you could try bachelor buttons, common snapdragons, garden marigolds or zinnias but again don’t forget, your cat could still react to them. Also important to note, your cat does not need plants to eat and chew; there are lots of other ways to provide entertainment for him or her!
