I really like your term “smooch hair” and I may steal that expression! Face rubbing is a sort of feline kiss that marks the object (in this case your leg) with the cat’s signature scent. I suspect that the cat in question marks you only when in his owner’s presence to show his approval of you to the owner. Maybe when his owner isn’t present, there’s nobody that matters to him to seek approval, so he leaves you alone.
