This is a real dilemma, but not all that unusual of a problem. Some cats get really carried away when they groom another house mate. In some cases increasing their play and activity time will redirect their energies in other ways. Rotating toys, offering climbing opportunities, boxes to get into, food bowls in various locations can all encourage a cat to do other things besides groom his housemate. If these things do not help, perhaps a visit to a veterinary behaviorist is needed to see if anxiety or another problem is also present.
