Wow, you have tried a good number of things. I wouldn’t go with the sedative just yet, either, as it does nothing to teach this cat an alternative positive behavior. From your description it sounds like this kitty has energy-plus, and would be more play - rather than food - motivated. You’ll need to get his attention and manage this aggression because even if it IS play-aggression, such behavior can very easily escalate into a dangerous situation for you.
I’d suggest you place a heavy, soft towel handy in every room. When you notice he’s revving up for a play-frenzy that targets you, toss the towel over the top of this kitty. That often can be enough to give the cat pause (or paws?) and let his brain think long enough to switch gears. Have another favorite toy handy. Perhaps a soft stuffed bear that he can bite and bunny-kick instead of you might work well. Have you tried luring him to a more appropriate target using a fishing pole toy or even the beam of a flashlight or cat laser toy? The key here is not to stop the behavior, but simply redirect it to more appropriate avenues. Good luck!
